EXP’s strengths Mid-Atlantic team with addition of Clarence Dickerson III, Jenny Bowers and Cerasela Cristei

Over the past four years, EXP’s Mid-Atlantic team has strengthened its ability to serve the DC/Maryland/Virginia (DMV) area with experienced professionals. Through ongoing project milestones and wins, EXP’s Mid-Atlantic team has expanded to meet clients’ growing needs, welcoming Clarence Dickerson III, Jenny Bowers and Cerasela Cristei.

Clarence Dickerson III joined EXP as director of traffic engineering. Clarence, who will lead EXP’s traffic engineering efforts in the DC area, brings nearly 20 years of experience in the engineering industry, and a deep understating of roadway design, planning and safety, and of roadway systems efficiency. Before joining EXP, Clarence worked at the Washington DC District Department of Transportation (DDOT) for over 16 years, where he served in various roles, the latest of which as deputy associate director for the Traffic Engineering and Safety Division. Clarence has a bachelor’s degree in civil engineering from the North Carolina Agriculture & Technical State University and is a licensed professional engineer in Virginia.

As mobility takes center stage in the DMV area, EXP expanded to focus on federal work with the addition of Jenny Bowers in August 2021 as director of state and federal programs. Jenny brings over 20 years of experience in the development of infrastructure programs and will increase EXP’s presence in the federal market. Jenny previously served as Mid-Atlantic region director at Michael Baker, where she grew the firm’s footprint with large-scale projects. She holds a master’s of business administration degree from the American University as well as a bachelor’s degree in international law and legal studies from the University of the Philippines. Jenny is an active member of the Society of American Military Engineers (SAME) and serves as vice president of its Northern Virginia Post (NoVA).

Serving as director of design, Cerasela Cristei brings over 29 years of design and engineering experience to EXP. In her role, she is responsible for leading and delivering the technical design expertise required for transportation infrastructure projects. Her career path leading to EXP includes serving as adjunct professor at George Mason University, operations manager at T3 Design Corporation and project manager at WSP. Working in counties throughout the DMV area, Cerasela is an established leader in the design and development of major infrastructure projects including the Dulles Corridor Metrorail Project. She graduated from George Mason University with a master’s degree in civil engineering and a doctorate of philosophy degree in civil engineering. She is a registered professional engineer in DC, Maryland and Virginia and an active member of the Women’s Transportation Seminar (WTS) DC Chapter.
