Across the globe, EXP supports clients in reaching their resiliency goals. In Quebec, EXP’s dedicated energy transition professionals partner with regional county municipalities (RCM) to understand their initiatives and create robust plans to meet their objectives.
Recently, EXP has been selected to undertake climate planning initiatives for Bécancour and Portneuf RCMs. The team will create a climate change adaptation plan for the City of Vaudreuil-Dorion and conduct a greenhouse gas (GHG) inventory for the Rouville RCM.
Climate plans for Bécancour and Portneuf RCMs
Effective climate plans require a consultative and collaborative approach. EXP’s plan will analyze the regional profile, assess climate risks, quantify GHGs and develop mitigation measures to reduce GHG emissions and adapt to climate hazards. The adaptation measures will focus on managing the risks associated with climate hazards, such as torrential rains and increasingly severe heat waves, which affect people, services, infrastructure and the environment.
“The increase in greenhouse gases from human activities is the source of climate change,” Project Manager, Energy Transition Karine St-Germain said. “To help reduce GHG emissions, mitigation measures will be proposed in the climate plan for each RCM. These may include measures related to sustainable mobility, energy efficiency or waste management.”
Vaudreuil-Dorion climate change adaptation plan
EXP is working with the City of Vaudreuil-Dorion to develop its climate change adaptation plan. The team is using a proactive risk management process to limit the impacts of climate change on infrastructure, people, socio-economic activities and natural environments. This plan will identify the vulnerabilities and risks for the area and develop adaptation strategies by establishing concrete measures to be implemented based on a set schedule, financial resources and targeted objectives. Unlike climate plans, this approach does not include GHG quantification or emissions reduction targets.
GHG inventory for Rouville RCM
As part of its efforts to develop its first climate plan, funded by the Accélérer la transition climatique locale (ATCL) program, the Rouville RCM aims to define its priorities for action to reduce GHG emissions in its territory and plan realistic and strategic actions. EXP is assisting the RCM in this process to identify the sectors generating the most emissions, set realistic reduction targets and draw up an action plan. The data collected comes mainly from GHG emissions generated by municipal, residential, commercial and industrial buildings, as well as vehicles and waste. Data on emissions from the agricultural sector is also considered.
“Our approach will help provide a detailed picture of the RCM’s main sources of GHG emissions, set reduction targets and identify high-potential reduction measures that take into account the specific characteristics of the RCM and current and future climate issues,” Karine said.
