Our team has been involved in both the U.S. and Canadian segments of the Alaska Pipeline project. In the U.S., our employees serve as the client's environmental representatives in Anchorage, managing a team of environmental consultants who are preparing the FERC filing. In Canada, we're responsible for geotechnical, geophysical and hydrotechnical investigations that will be used to support the design of the pipeline restricted to the Yukon Territory and the Province of British Columbia.

The Blue Atlantic Transmission system was a proposed $2.6B gas gathering, treatment and transmission system involving more than 1,000 miles (1,609 kilometers) of 36-inch diameter pipeline and a 1 bcfd gas processing facility. We served as overall project manager for the Canadian portion of project and were part of the regulatory and engineering team for the U.S. Our team provided project management, agency meetings, site selection, construction management, and U.S. routing.

The express pipeline is a 784 mile (1,262 kilometer), 24-inch diameter oil pipeline from Hardisty, Alberta to Casper, Wyoming. On the Montana and Wyoming sections of the project, we provided total oversight of permit application preparation and negotiations with regulatory authorities; route selection and refinement; assessment and design of major river crossing; oversight of river crossing plan development; erosion and sediment control; project specification development; and, construction supervision and control.

Our team filed the permit for the construction of a deepwater port to receive, vaporize, and condition liquefied natural gas and to store and transport pipeline quality natural gas and constituent liquids derived from the conditioning facility. The project also includes the installation of seven natural gas and NGL pipelines totaling 192 miles (308+ kilometers). Filing the permit involved determining permit requirements, desktop routing analysis, land agent interaction, environmental and cultural surveys, preliminary crossing designs and preparing the permit application package.

The client studied the feasibility of an LNG terminal for LNG import. Exp provided consulting services for the Pre-FEED study, including project management, siting studies, support of presentations to regulatory agencies, geotechnical investigations, bathymetry evaluation, TERMPOL analysis, and pipeline routing analysis. The pipeline routing study included consideration of constructability, waterbody crossings, construction planning, drain tile mitigation planning, and permitting requirements.

Gulfstream Pipeline Project
The Gulfstream Pipeline Project involved new construction of approximately 750 miles (1,207 kilometers) of natural gas transmission line from Mississippi and Alabama, across the Gulf of Mexico and throughout central Florida. Exp was involved from the initial stages of the revitalized project and assisted in preparing and filing a complete FERC application. We provided field personnel and participated in route selection, construction bid preparation, construction cost estimates and planning, permitting support, and water crossing planning and design. We also developed and managed a comprehensive geotechnical and karst assessment program.

This crude oil pipeline is approximately 1,833 miles long, starts in Alberta and ends in Illinois, after crossing North and South Dakota, Nebraska, Kansas and Missouri. Our team began work on the project with route selection and execution planning. We were later chosen as prime consultant for the U.S. portion of the project, and managed all regulatory, engineering and land acquisition activities. We also put together a team of consultants to manage the project through the construction of the Keystone Pipeline System.

Early on, we generated various routing alternatives and performed a feasibility assessment and fatal flaw analysis of the 1,683 mile (2,708 kilometer) proposed project. Once approved, exp was responsible for the management of the regulatory phase of the project, actively coordinating and participating in numerous agency meetings. We're responsible for environmental surveys, environmental permitting, safety management, cost and document control, mitigation development and oversight, GIS data and route management. During construction, we'll also be responsible for environmental compliance.

Part of Colombia's national gasification plan, the project consisted of 214 miles (344 kilometers) of 20-inch main transmission line to supply gas to the City of Cali, including the Thermovalle power generation facility and 335 miles (540 kilometers) of small diameter laterals to serve 47 communities in the Cauca Valley. Our team, in a strategic alliance with Fugro International, provided assistance in the development and review of issues such as route deviations, shared right-of-way concerns, crossing designs, mapping and pipe cover depth. We oversaw all right-of-way reinstatement work, and developed right-of-way reinstatement specifications using an innovative combination of traditional Colombian techniques and new technology.

Viking Voyageur Pipeline
The Viking Voyageur gas transmission system was a proposed 773 mile (1,244 kilometer), 42-inch natural gas pipeline from Emerson, Manitoba to Joliet, Illinois. Exp developed the work plans and strategy necessary for filing a FERC application and spearheaded the route selection and refinement efforts through implementing a multidisciplinary, iterative route selection process. We also conducted and/or assisted in engineering and environmental consultant selection, agency negotiations, construction planning, river crossing design, and public relations efforts. We played a vital role in bridging the gap between environmental and engineering efforts to ensure consistency and maintain project objectives.
