The Centre houses the city hall, two swimming pools, a library, three ice-skating rinks, and an atrium. The proximity of services offered to the public provided a unique opportunity for general energy optimization throughout the complex. Exp is a leader in sustainable development and the implementation of energy efficiency measures. Our comprehensive approach consisted in optimizing systems and recovering the heat rejected from the arenas. The recovered heat is transferred and reused to meet other heating needs in the complex (heating swimming pool and shower water, preheating fresh air, etc.). Refrigerants that are harmful to the environment were eliminated, annual energy consumption was reduced by 33%, and production of greenhouse gases decreased by approximately 3,700 t.

The design objectives were to: create a landmark within the city; empower the neighborhood through a strong sense of identity; and, fulfill the community's needs of universal accessibility, safety, and flexibility of space for diverse programming. The project was developed in multiple phases, beginning with a design charrette with the community members, where needs, desires and ideas for the revitalized facility were consolidated and recorded. Following this, exp developed a pre-design report that outlined the design objectives, and a plan to implement the revitalization work over a series of project phases.

The Civic Center is a 17,000 SF multi-use building incorporating a large theater/auditorium, six meeting rooms, kitchen, dressing rooms, storage, and administrative offices. The exterior lighting concept enhances the post-modern architecture by the use of high-intensity discharge illumination. The entry canopy is accentuated with decorative wall-mounted 250 watt high pressure sodium indirect forward throw fixtures that provide an even level of illumination while creating a feeling of spaciousness. To create a dramatic and elegant presence, 100 watt high pressure sodium well-lights accent palm trees while casting a shimmer of light onto the vertical facade, increasing night time visibility.
